Building mechanism: SCPM’s construction is base on the mode of “Initiated by government, participated in by enterprises, commercialized operates commercially”. Taking private capital input as the main fund source, relevant governmental departments provide policy support and IT infrastructure investment; jointly promote the precision manufacturing industry.
Innovative mechanisms: Building up localized research team, using the Enterprise-College-Institute cooperation ways to jointly promote independent innovation, and giving play to each party’s advantages, realize the combination among the strong ones; improve the efficiency of technological innovation, tackle key technologies of precision manufacturing, and accelerate the industrialization of scientific and technical results.
Operating mechanism: Use of market-oriented mode of operation to achieve sustainable development. SCPM chooses projects according to market demand; organizes projects according to the modern enterprise management mode; introduces in market incentives and distribution mechanisms, and benefits economic income from the market; forms ability of "self-hematopoietic", to maintain a healthy development track .
2. Organizational Mode
SCPM is a research and development organization with independent corporate status, which is in charged by the dean, responded to direct council.
Council set up standing directors and non-standing directors, standing directors were made up of responsible governmental leaders, and prophase construction investors; the non-standing directors were made up of construction participants.
There are Academic Committees, Project Evaluation Committees, which are the decision advisory organization of SCPM.
The subordinate unit entities are managed by SCPM; every technique center runs independently, responsible for its own profits or losses.
3. Operation mode of the poject
